Kee scored after Ashley Hemmings was felled in the area by Darryl Westlake. Saddlers keeper Jimmy Walker had earlier made superb stops to deny Chris Zebrowski and Kevin Nicholson.
Walsall had several chances to equalise but Matt Richards, Will Grigg and Andy Butler were all unable to find a way past Gull's stopper Scott Bevan.

Torquay were rewarded with a home tie against Carlisle United, hardly a money spinner though with the two teams situated in England about as far apart as you can get.
